Minority in Parliament Calls For Urgent Repeal Of ‘Dumsor Levy’

Ghana’s Minority in Parliament is demanding the urgent repeal of the controversial Energy Sector Shortfall and Debt Repayment Levy, popularly referred to as the “Dumsor Levy.” The call follows a second postponement of the levy’s implementation, originally scheduled for June 16, 2025.

    In a strongly-worded statement, the Minority described the delay as inadequate and called on the government to immediately present a repeal bill under a certificate of urgency. The group criticized the government’s lack of stakeholder consultation and described the policy as “improvised and hypocritical.”

    The levy, part of the Energy Sector Levies (Amendment) Act, 2025 (Act 1141), would have introduced an additional GH₵1 per litre tax on fuel products. The Minority warned the government not to blame any power crisis on the policy’s suspension and reaffirmed its commitment to protecting Ghanaians from economic hardship.
